Methodology for the evaluation of road traffic safety with Libya as an example

Abstract

Objectives; a) choosing the method of analysis of road traffic safety (RTS) in the countries where the data concerning road accidents are scarce; b) the formulation of recommendations for the authorities and specialists. The topic of analysis was the author's country - Libya. The scope of research ncluded: literature study, data collection and analysis concerning accidents for the last 25 years period for Libya and other countries, analysis of the behaviour of Libyan drivers, analysis of the collected materials, working out the results on the basis of the review of measures used in advanced countries which, if used in Libya, would quickly bring improvement of RTS. Diagnosis has shown a dramatic situation of RTS in Libya. Quantitative indices for accident victims are much higher than in OECD countries. Driver behaviour is the most important cause of accidents and it should be modified. Particular recommendations for Libya concern: state policy and organisation, system of data collection and processing, improvement of relations between the road, vehicle and the road user, drivers and public education and improvement of police work. Proposals concerning future studies and research which would improve RTS in Libya were formulated.
