## Analysis and evaluation of the concept of development and improvement of the managerial staff for the Office of Electronic Communications

#### Abstract

The analysis has been subjected to the Office of Electronic Communications, and in particular to the individual professional development program in the organization (IPRZ). The growing importance of human resources management as well as the development of competencies means that these elements are becoming an important part in shaping the company's strategy, and are also part of planning its development. The subject of the work was to analyze at various levels the concept of managerial staff development and subjecting these methods to evaluation in terms of the greatest contribution to the professional progress of office managers. The aim of the work was, however, to find the best concept for the development of managerial staff in the public administration institution in terms of both developmental and financial benefits. The measure to achieve the goal was an analysis of the current methods of manager development in the office, strengths and weaknesses of these methods and their impact on improving the competences of managers. For this purpose, a survey was conducted among the employees of the management staff and an interview with one of the representatives of this level. Analyzing its results, the most effective method of development according to managers are training, while the least are seminars. It is worth noting that the general development policy pursued by the office is widely respected and valued among its employees who feel its effects in their daily work. The model of the individual professional development program functioning at the office (IPRZ) has significantly contributed to the improvement of the process of increasing competences not only among the managerial staff, but also among the lower level employees. This was confirmed by the results of our own research, which shows that it fulfills its development assumptions, and also shapes the self-esteem of employees and the sense of their impact on the development of the office. The development model proposed in the work would improve the process of selecting specific development methods for managers. The frequency of the offered methods would also change and be grounded to the level of 1-2 within a month. In addition, compared to IPRZ, only the employees of the managerial staff would be the target group subject to development, which would facilitate the process control and making possible adjustments. Expenditures incurred on increasing the competences of managers are often greater than in the case of other employees, which is why the basic assumption of the new model is to precisely plan the plan based on a previous thorough analysis of training needs in order to avoid unnecessary costs. A group of specialists in the field of HRM and development of the managerial staff would be responsible for the correct operation of the model. Analyzing the individual components of the model, we see that it is in many matters an extension of the existing IPRZ. The goal is, above all, to increase the competencies of the managerial staff, which will benefit not only the managers, but also their subordinates and the entire office. In addition, there are also economic issues. A few-step analysis of needs will eliminate situations when a manager participates in a given development method, once again, even though he has mastered a specific material earlier. These are savings that can be translated into a wider perspective on improving the quality of development methods. The very merits and the results of them flow at a very high level - as demonstrated by the results of research - but increased resources would, for example, enable more frequent training trips or training outside the office.
