Project assessment framework: multidimensional efficiency approach applicable for project-driven organizations

Abstract

Efficiency has become one of the most common criteria in assessment of project-driven organizations. It reflects the comparison of various inputs and outputs related to project, project portfolio and permanent organization. The features of the projects make the assessment process complex. The practitioners’ needs related to monitoring, control, and improvement of performance are still not fulfilled. There are numerous not yet solved theoretical, methodological and practical issues related to a project, such as combining the inputs and outputs directly and indirectly. The paper aims to propose a framework combining project assessment process with multidimensional efficiency approach. In the framework stages could be distinguished that constitute the assessment procedure and the elements of measurement system such as financial and non-financial means. The paper proposes to conduct project assessment considering benefits occurring on portfolio and project-driven organization levels as well, applying both qualitative and quantitative measures.
