Plany zagospodarowania przestrzennego w systemie geoinformacyjnym - INSPIRE i co dalej?

Abstract

The article discusses the importance of a systemic approach to standardization and visualization of spatial information useful in the process of passing of a spatial development management plan. Benefits resulting from application of spatial information systems, cartographic visualisation tools and geoinformation websites are revealed in each phase of the system development: from collection and organisation of information on the planned spatial development to publication and exchange of information in the form of interactive maps. The maps are used not only for presentation of objects locations and features, but also for supporting discussions of geoinformation website users. They support the entire process of passing the spatial development plans and provide users with a platform for communication and a source of knowledge on the area being the subject of the study. It is important to determine the rules of preparation of standard cartographic presentations. This particularly involves the application of a dynamic visualisation of planning data and a context-based approach to the content in reference to particular stages of passing of the plan, and application of tools permitting online social participation in the process of passing the plan. The article presents examples of such presentations and proposes a pattern of preparation and consultations of the spatial development plan with the application of PPGIS. In the scope of modelling the structure of the data base, the HILUCS standard was emphasised. Its role and limitations were presented, as well as the necessity of holistic approach to such modelling, also considering the needs of various groups of users of the website at different stages of passing of the document. The INSPIRE question specified in the title – what’s next? suggests the necessity to develop extended national standards covering the process of passing the draft of the spatial development plan considering the application of modern technologies and simultaneous maintenance of INSPIRE standards. Abstract in PolishW artykule zaprezentowano znaczenie systemowego podejoecia do standaryzacji i wizualizacji informacji przestrzennej, u¿ytecznej w procesie uchwalania dokumentu planu zagospodarowania przestrzennego. Korzyoeci wynikaj¹ce z zastosowania oerodowiska systemów informacji przestrzennej oraz narzêdzi wizualizacji kartograficznej i funkcji geopartycypacyjnych uwidaczniaj¹ siê w ka¿dej fazie rozwoju systemu: od gromadzenia i organizacji informacji o planowanym zagospodarowaniu przestrzennym, a¿ po publikacjê i wymianê informacji w formie interaktywnych map. Mapy te s³u¿¹ nie tylko udostêpnianiu lokalizacji obiektów i ich cech, ale te¿ wspomagaj¹ dyskusjê u¿ytkowników serwisu geoinformacyjnego, wspieraj¹ ca³y proces uchwalania dokumentów planistycznych oraz daj¹ mo¿- liwooeæ wymiany myoeli i przekazywania wiedzy nt. obszaru objêtego opracowaniem. Istotne jest sformu ³owanie regu³ opracowania standardowych prezentacji kartograficznych. Chodzi przede wszystkim o zastosowanie dynamicznej wizualizacji danych planistycznych, kontekstowego ujêcia treoeci w odniesieniu do poszczególnych etapów procesu uchwalania planu oraz wykorzystanie narzêdzi umo¿liwiaj¹cych partycypacjê spo³eczn¹ on-line w procesie uchwalania planu. W artykule przestawiono przyk³ady takich prezentacji oraz zaproponowano schemat opracowania i konsultacji planu zagospodarowania przestrzennego przy u¿yciu PPGIS. W zakresie modelowania informacji planistycznych zwrócono uwagê na rolê standardu HILUCS i jego ograniczenia oraz koniecznooeæ holistycznego podejoecia do tego modelowania, które uwzglêdnia tak¿e potrzeby ró¿nych grup u¿ytkowników serwisu na ró¿nych etapach procesu uchwalania. Sformu- ³owane w tytule pytanie INSPIRE i co dalej? wskazuje na koniecznooeæ opracowania rozszerzonych standardów krajowych, obejmuj¹cych proces uchwalania projektu planu zagospodarowania przestrzennego z wykorzystaniem wspó³czesnych technologii przy jednoczesnym zachowaniu standardów INSPIRE.
